ఆంధ్రజ్యోతి- గుంటూరు: సీసీఐ భోక్తల వెన్నులో వణుకు పుడుతోంది. తొలి దశలో 26 మందిని సస్పెండ్‌ చేస్తూ మార్కెటింగ్‌ శాఖ ప్రిన్సిపల్‌ సెక్రటరీ బి. రాజశేఖర్‌ సోమవారం రాత్రి ఆదేశాలు ఇచ్చారు. విదేశ పర్యటన ముగించుకున్న రాజశేఖర్‌ సోమవారం తాత్కాలిక సచివాలయానికి చేరుకున్నారు. మంత్రి పుల్లారావు ఆదేశాల మేరకు సోమవారం రాత్రి సస్పెన్షన్‌ ఉత్తర్వులను విడుదల చేశారు. గుంటూరులోని మార్కెటింగ్‌ శాఖ రాష్ట్ర కార్యాలయం నుంచి జేడీ రాజశేఖర్‌ను వెలగపూడికి పిలిపించి సస్పెన్షన్ల ఫైల్‌ను క్లియర్‌ చేశారు.
ఒత్తిడులకు తలొగ్గని మంత్రి పుల్లారావు
సీసీఐ పత్తి కొనుగోళ్ల భోక్తలపై క్రమశిక్షణ చర్యలపై కొన్ని నెలల నుంచిమంత్రి పేషీ వద్ద హైడ్రామా కొనసాగుతూ ఉంది. మెమోలతో సరిపెట్టాలని ప్రయత్నించారు. ఎన్ని ఒత్తిళ్లు వచ్చినా మంత్రి పుల్లారావు తలొగ్గలేదు. రైతులకు చెందాల్సిన రూ. 650 కోట్లను స్వాహా చేస్తే ఎలా ఉపేక్షించాలని మంత్రి ప్రశ్నించడంతో దళారులు తెల్లముఖం వేశారు.
విజిలెన్స్‌ నివేదిక ఆధారంగా..
ప్రధానంగా 2014 - 15లో సీసీఐ పత్తి కొనుగోళ్లలో అవకతవకలపై విజిలెన్స్‌ ఎన్స్‌ఫోర్స్‌మెంట్‌ విభాగం దర్యాప్తు చేసింది. కర్నూలు, ప్రకాశం, గుంటూరు జిల్లాల్లో తొమ్మిది యార్డుల్లో పత్తి కొనుగోళ్లపై దర్యాప్తు చేశారు. మార్కెటింగ్‌ శాఖ అధికారులు, ఉద్యోగుల వైఫల్యం వల్లే అవినీతి జరిగినట్లు నిర్ధారించారు. రైతుల పేర్లతో దళారులు సొమ్ము చేసుకున్నారని తేలింది. రూ. 650 కోట్ల వరకు అవకతవకలు జరిగినట్లు విజిలెన్స్‌ ఎన్‌ఫోర్స్‌మెంట్‌ నిర్ధారించింది.
ఫలించని వ్యూహం
పత్తి కొనుగోళ్ల అవకతవకల్లో ఇద్దరు మార్కెటింగ్‌ శాఖ విశ్రాంత అధికారులు కీలక పాత్ర వహించారు. విజిలెన్స్‌ ఎన్‌ఫోర్స్‌మెంట్‌ నివేదిక ఆధారంగా 26 మందిపై చర్యలు తీసుకోకుండా వీరు ప్రయత్నించారు. ఈ వ్యవహారంలో ఉమ్మడి రాష్ట్రంలో కోస్తాలో పనిచేసి ఆరోపణలపై బదిలీ అయిన యువ ఐఏఎస్‌ ద్వారా పెద్ద ఎత్తున డబ్బు చేతులు మారినట్లు నిఘా వర్గాల దృష్టికి వచ్చింది. విజిలెన్స్‌, సీబీఐ దర్యాప్తులు చివరి దశకు చేరడంతో విజయవాడ కేంద్రంగా భోక్తలు మూడు, నాలుగు సార్లు భేటీ అయ్యారు. సస్పెన్షన్ల నుంచి తప్పించుకోవడం కోసం రూ. కోటిన్నర వరకు నిధులు సేకరించారు. అంతా మేం చూసుకుంటాం.. మీకేం ఇబ్బంది లేదంటూ అధికారులు, ఉద్యోగులను జో కొట్టారు. ఈ దశలో రాష్ట్రంలో నకిలీ విత్తనాలు, నకిలీ, కల్తీ బయోల వ్యవహారం తెరపైకి వచ్చింది. ముఖ్యమంత్రి నేరుగా దీనిలో జోక్యం చేసుకోవడంతో సీసీఐ భోక్తలు సస్పెండ్‌ కావాల్సి వచ్చింది.
మలి దశలో ఎందరో..
సీసీఐ కుంభకోణంలో 26 మంది మార్కెటింగ్‌ శాఖ అధికారులు, ఉద్యోగులు సస్పెండ్‌ అయ్యారు. రెండో దశలో ఎంత మందిపై వేటు పడుతుందోనని భోక్తల్లో బెంగ పట్టుకుంది. మార్కెటింగ్‌ శాఖ కమిషనర్‌ మల్లికార్జునరావు 65 మందిపై చర్యలు తీసుకోవాలని ప్రభుత్వానికి ని వేదిక పంపారు. ప్రస్తుతం ఆ ఫైల్‌ మంత్రి పుల్లారావు వద్ద పెండింగ్‌లో ఉంది. కమిషనర్‌ పంపిన 65 మంది జాబితాలో సస్పెండైన 26 మంది కూడా ఉన్నారు.
సీబీఐ చార్జిషీట్‌?
సీసీఐ కొనుగోళ్లలో విశాఖ సీబీఐ అధికారులు చార్జిషీట్‌ నమోదు చేయనున్నారు. చార్జిషీట్‌లో సుమారు 15- 20 మంది మార్కెటింగ్‌ శాఖ అధికారులు, ఉద్యోగుల పేర్లు ఉన్నట్లు తెలిసింది. విశాఖ సీబీఐ పరిధిలో నెల్లూరు, ప్రకాశం జిల్లాలు హైదరాబాద్‌ సీబీఐ పరిధిలో ఉన్నాయి. సీసీఐ పత్తి కొనుగోళ్ల కుంభకోణంలో హైదరాబాద్‌ సీబీఐ అధికారులు దర్యాప్తు చేపట్టలేదు. దీనిని ఆసరా చేసుకుని ప్రకాశం జిల్లాకు చెందిన ఓ యార్డు అధికారి సీబీఐ రాకుండా చూస్తానని సీసీఐ అధికారులు, దళారుల నుంచి రూ.20 లక్షల వరకు సేకరించినట్లు తెలిసింది. ఆ అధికారి కూడా సోమవారం సస్పెండ్‌ అయ్యారు. ఆయన పని చేసే మార్కెట్‌ యార్డులో అవకతవకలు జరిగినట్లు విజిలెన్స్‌ అధికారులు నిర్ధారించారు

first International Agrobiodiversity Congress - 2016

PM to inaugurate meet on Agro biodiversity

Prime Minister Narendra Modi will on Sunday inaugurate the first International Agrobiodiversity Congress in the national capital where 900 delegates from 60 countries will discuss conservation of genetic resources.
The conference, to be held here on November 6-9, is being organised by the Indian Society of Plant Genetic Resources and Biodiversity International, a CGIAR Research Centre headquartered in Rome, Italy.
"Biodiversity conservation has become important. The status in our country is not satisfactory. We will have to do much more," said M S Swaminathan, an eminent scientist.
"It is the duty of every nation to conserve biodiversity," he told reporters here.
Indian Council of Agricultural Research (ICAR) Deputy Director General (crop sciences) J S Sandhu said the Congress will provide a platform for knowledge sharing as well as exchange of germplasm, a collective union of germ cells.
"The conference will also deliberate on the issue of efficient management of gene banks at low cost with the use of new innovative technology," Sandhu added.
Agrobiodiversity is defined as the variety and variability of animals, plant and micro-organism that are used directly or indirectly for food and agriculture. It includes all species that are closely inter-woven in an agricultural ecosystem.
"India is the perfect venue for the first-ever International Agrobiodiversity Congress as it is one of the most diverse countries in the world. It takes up only 2.4 per cent of the world's land area and yet it harbours 7-8 per cent of all recorded species, including over 45,000 species of plants and 91,000 species of animals," an ICAR release said.
The Congress will lead to discussion and knowledge sharing on issues for efficient management of gene banks, science-led innovations in genetic resources, crop diversification, issues relating to quarantine, biosafety and biosecurity and intellectual property rights.
In the Congress, a road map will be prepared to enhance food, nutrition and health security by optimal utilisation of agrobiodiversity while protecting agro-ecosystems.
The Congress is expected to adopt 'Delhi Declaration on Agrobiodiversity management and use'. It seeks to develop a network of partnerships to strengthen biodiversity management system at national, regional and global levels.
